Well one, it's a matter of opinion. Two, it's closer to a post punk album in terms of sound than a punk album. This band and a few other forward thinkers like Wire were technically playing "post-punk" before there was such a thing. Yes it came out during 77 during the height of the UK punk movement, but they had a completely different sound than 90% of the other punk rock bands of the time. The experimentation with different sounds and textures is what detached their style from regular punk rock. There was just no label for it yet. Call it what you want, this and Wire's first two album predate PIL for the first "Post Punk" records. If this had 1978 on the label, there would be no question.
